The Iowa State University Extension and Outreach COAD Development certification equips communities with the framework, tools, and approaches necessary to review, develop, and maintain a Community Organization Active in Disaster (COAD). The certification is developed as a two-part process that includes individual, self-paced learning for foundational competencies in COADs and the second part in an in-person, interactive session to develop key practices, functions, and materials necessary for community-based COADs.
Intended Audience: County emergency management agencies; nonprofit and community-based organizations; faith-based partners; Cooperative Extension; health and education partners; private sector businesses; and volunteer leaders.
